Department Description:
The Group Compliance department is responsible for ensuring that the Bank complies with all external laws and regulations applicable in the various jurisdictions that the Bank operates A significant element of this includes compliance with Sanctions AntiMoney LaunderingAML Counter Terrorist FinancingCTF Foreign Account Tax Compliance ActFATCA and Common Reporting StandardCRS requirements in the countries that the Bank operatesBrief Description:
Setting out the relevant regulatory requirements and expectations that the Bank must comply with in an Obligations Register which map to the mitigating controls including the Banks policies procedures processes and systems
Developing Group Compliance policies to ensure the Banks regulatory obligations are met including the key areas of Sanctions AMLCTF FATCA and CRS
Working with the business to set appropriate procedures and processes to support Group policies
Providing advice and guidance to business units on Compliance matters including the review of New Products and Process ApprovalNPPA
Managing key Compliance systems and where appropriate the associated alerts such as Customer Screening Payment Screening AML Monitoring FATCA and CRS MonitoringDetailed Description:
Group Compliance Assurance UnitGCAU
GCAU is responsible for managing the Group Compliance Monitoring PlanProgramCMP to provide assurance that the Group is operating in line with regulatory requirements and internal compliance policies and procedures This entails planning development and implementation of the riskbased Group Compliance Monitoring Plan working with the business units to undertake reviews and issuing reports that provide assurance as well as highlighting controls deficiencies so that they can be correctedGCAU maintains oversight of compliance monitoring and periodic reporting of business compliance functions This includes
i Review of the business CMPs against their compliance obligations maintained in the Obligations Register
ii Assessment of the effectiveness of the business compliance monitoring function
iii Tracking of local compliance monitoring progress against the approved local CMP
iv Tracking of compliance monitoring issues to ensure remedial action completed
v Analyse and identify compliance trends or systemic issues arising from compliance monitoring
Job Requirements:
Execution of the CPRS compliance review program
Review the control environment to identify key compliance risks and controls
Conduct all assigned reviews in line with the program
Positively engage with key stakeholders prior to and during conducting the reviews
Manage reviews independently covering all aspects
o Issue Terms of Reference
o Initiate kickoff meeting
o Conduct actual review
o Issue draft report
o Discuss issues with business
o Close out meeting with business
o Issue final report
o Ensure issues are logged tracked
Conduct Adhoc monitoring reviews as and when identified
Ensure all scheduled CPRS business unit compliance assurance reports have been submitted
Review reports for accuracy and consistency challenge reviews conducted where required
Ensure issues highlighted in the reports have been captured in CIMS
Coordinate meetings to present draft report to Head of Regulatory Compliance and Monitoring
Finalise report and issue to concerned stakeholdersAdditional Details:
The incumbent will have at least 5 years experience of which at least 3 years must be in a auditingmonitoring role
In addition to direct compliance experience audit experience will also be an advantage
Previous experience in bankingregulatory environment
Previous experience in UAE or in wellregulated market
Proven track record in a compliance function across multiple regulatory jurisdictions
Good understandingproficiency in UAE regulations particularly the Consumer Protection Regulation Standards
Ability to learn and understand business processes and controls regulations and develop meaningful tests to determine compliance gaps or risks
Good understanding of the key compliance risks pertinent to the core activities within the Group particularly the retail and wealth management businesses
Strong understanding of Compliance Monitoring Audit methodology and its application
Broad understanding of Banking and related products
Problem Solving
Good written and oral skills
Ability to communicate at all levels of management
Good time management skills and adherence to deadlines
Demonstrated project management and leadership skills
Negotiation and influencing skills
Problem identification and solving skills
Ability to deal with Regulators and manage business and staff expectations
